Answer:

Sell jewelry to make umrah

In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is none worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.

Respected brother in Islam, the performance of the Umrah pilgrimage is not obligatory like the Hajj, but rather voluntary and supererogatory.  If one performs an Umrah pilgrimage one would receive a great reward, and if for any reason one is unable to perform it, there is absolutely no sin.

Your wife is the inherent owner of her jewelry and she is well within her rights to do with her property as she wills and pleases.  It is entirely up to you and especially your wife to decide whether or not to sell the jewelry only to perform the voluntary Umrah pilgrimage.

I cannot decide for you, but if I was recently married and not financially sound, I would not ask my wife to sell her jewelry to pay for the voluntary Umrah pilgrimage.  I would make a solemn intention in my heart to make the pilgrimage when Allah Subhanah blesses me with enough sustenance in the future, and hope that my Lord Most Gracious would accept and bless my intention.

Sahih Al-Bukhari Hadith 1.1  Narrated by Umar bin Al Khattab

I heard Allah's Messenger (saws) saying, "The reward of deeds depends upon the intentions and every person will get the reward according to what he has intended.”

Sahih Muslim Hadith 235      Narrated by Abu Hurayrah

The Messenger of Allah (saws) said that Allah Subhanah Says: ‘When it occurs to My bondsman that he should do a good deed but he actually does not do it, I record one good deed for him, but if he puts it into practice, I make an entry of ten good acts in his favour.’

Whatever written of Truth and benefit is only due to Allah’s Assistance and Guidance, and whatever of error is of me alone.  Allah Alone Knows Best and He is the Only Source of Strength.

Your brother and well wisher in Islam,

Burhan
