What is rooh in Surah Qadr?

In surah "qadar", In Aayat#4, God says" In this blessed night, "Maliakah & Rooh come on earth by the order of Allah" Can you please clarify the meaning of Rooh here, What does it mean. According to some schools of thought "Rooh" here means Rooh-ul-Amin "Hazrat Gabreal A.S". If this is correct, then what is his role on that particular night. Because the primary duty of Hazrat Gabreal A.S is considered to convey the message of God to his representative on earth". We need some elaboration in this regard, Please guide us in this manner. Thanks

Who is rooh in surah qadr?
In the name of Allah, We praise
Him, seek His help and ask for His forgiveness. Whoever Allah guides none can
misguide, and whoever He allows to fall astray, none can guide them aright. We
bear witness that there is no one (no idol,
no person, no grave, no prophet, no imam,
no dai, nobody!) worthy of
worship but Allah Alone, and we bear witness that Muhammad(saws) is His
slave-servant and the seal of His Messengers.
Allah Says in the Holy
Quran Chapter 97 Surah Qadr verses 1-5:
1 We have indeed revealed this (Message) in the
night of Power:
2 And what will explain to thee what the Night of
Power is?
3 The Night of Power is better than a thousand
Months.
4 Therein come down the Angels and the
Spirit (Rooh) by Allah's permission on
every errand:
5 Peace!... This until the rise of Morn!

Indeed, the ‘Rooh’ in the above Aayah of Surah Qadr
refers to the Arch-Angel, Hadrat
Jibrael (a.s.).
Your statement: what is his role on that particular night. Because the primary duty of Hazrat Gabreal A.S is considered to convey the message of God to his representative on earth.
Indeed, the primary duty of Hadrat Jibrael (a.s.) is
to bring the Revelations of Allah to the Prophets of Allah Subhanah on earth; but that is not his only duty. Being the Arch-Angel, and one of the closest Angels to the
Majestic Lord, he (a.s.) may be
assigned any other duty like:
Carrying out the prescribed
punishment of Allah Subhanah on the disbelieving people, like he destroyed the people of Prophet Lut
(a.s.).
Or, helping the believing slaves by the command of Allah
Subhanah, as he helped the believers in
the Battle of Badr, Ahzaab, Hunain, etc.
To magnify or show the
importance of this one night above all the other nights, Allah Subhanah declares that this Night of
Qadr is so blessed and so sanctified,
that the Majestic Lord sends down not only the Angels, but even the leader of the Angels, Hadrat Jibrael (a.s.) with every important
and wise Decree of Allah Subhanah that must be implemented: be it to destroy the evil nations or
people, be it to help some of His
believing slaves, or any other Command
or Decree of Allah Subhanah.
A similar theme is presented in
the Holy Quran in Surah Dukhaan.
Allah Says in the Holy
Quran Chapter 44 Surah Dukhaan verses 3-4:
3 We sent it (The Quran) down during a blessed
night: for We (ever) wish to warn
(against Evil).
4 In that (night) is made distinct every Affair of
Wisdom
Whatever written of Truth and
benefit is only due to Allah’s Assistance and Guidance, and whatever of error
is of me. Allah Alone Knows Best and He
is the Only Source of Strength.
